When you are approached by a certain someone, say one of your colleagues to write a letter of recommendation but then you realize that you don’t happen to know the other person clearly since he or she works in a completely different field or department, then you don’t have a choice but to decline it.

I got your request for a letter of recommendation yesterday and the expectation you will comprehend in the event that I decline.
